2023년 1월 5일 조 바이든(Joe Biden) 미국 대통령은 연방조달청 GSA(General Services Administration) 3인 및 연방건강복지국HHS(Department of Health and Human Services) 2인 등 주요 지역을 책임질 리더 5인을 임명했다. 이들 인사들 중 한인 1세로 캘리포니아 어바인 시장을 지낸 강석희 전 시장이 연방 고위직에 임명 됐다.
조 바이든 대통령은 강씨를 연방 조달청(GSA, General Services Administration) 북서부 지역(리저널 9, 10) 총괄 행정 담당관으로 임명했다. 이 같은 고위 직책에 한인이 임명되기는 강 씨가 처음이다.
지난 3일부터 샌프란시스코에 있는 연방 본부에서 근무하고 있는 강석희 총괄 행정 담당관은 워싱턴과 오리건 미 서북미는 물론 애리조나, 캘리포니아, 네바다, 알래스카, 아이다호, 아메리칸 사모아, 한국 등 동남아, 괌 등의 지역 연방 정부 운영에 필요한 모든 물자를 관리하고 지원하게 된다.
미연방조달청 GSA는 미국 정부가 소유한 8,300채의 건물을 관리 및 감독하고 건설 및 유지 보수, 수리 등 전반적인 작업을 촉진하고 연방 기관에서 사용하는 모든 자재를 조달한다. 또한, 연방 정부에서 필요로 하는 250,000대 이상의 차량을 조달하고 모든 미술품을 관리한다.
이와 더불어, GSA는 모든 IT 시스템을 관리 및 감독하는 등 연방 정부의 방침을 기획 조정하고, 대통령의 정책을 지원하는 매우 주요한 기관이다.
강 담당관이 관장하는 직원은 1,500명 가량이다. 그의 임기는 바이든 대통령이 재선에 성공하면 차기행정부에도 계속된다.

강씨의 간략한 배경: 1977년 고려대학교(한국)를 졸업한 후 미국으로 이민하여 전자 유통 회사에서 영업사원으로 일했다. 그는 1992년 LA 폭동을 목격한 뒤 한국인의 정치력 강화가 필요함을 깨닫고 정계에 입문했다.
2008년 재미교포 최초로 어바인 시장에 당선됐으며 2010년 재선에 성공했다.
어바인시 시장이 된 이후 그는 UC Irvine 총장인 Michael Drake의 특별 고문과 Chapman University의 겸임 교수로 재직한바있다.

Former Mayor Seok-hee Kang, a first-generation Korean who served as mayor of Irvine, California, has been appointed to a high-ranking Federal government position as an Administrator at GSA.
On the 5th, President Joe Biden appointed Kang as General Administrative Officer for the Northwest Region (Regional 9, 10) of the General Services Administration (GSA). However, Mr. Kang is the first Korean-American to be appointed to such a high-level position.
General Administrative Officer Seok-Hee Kang, who has been working at the Federal headquarters in San Francisco since the 3rd, said that regional Federal government operations in Washington and Oregon, as well as in Arizona, California, Nevada, Alaska, Idaho, American Samoa, Southeast Asia such as South Korea, and Guam, as well as Northwest America.
Mr. Kang as the General Director said, “Thank you so much. I came to the United States as a first-generation immigrant and have been working hard, but President Biden has chosen me as a first-generation immigrant to be the true United States,” he said. “I will do my best with all my capabilities.”
However, GSA manages and supervises 8,300 buildings owned by the US government, promotes overall work such as construction and maintenance, repair, and procures all materials used by Federal Agencies.
It procures more than 250,000 vehicles needed by the Federal government and manages all the artwork.
It is also an agency that plans the Federal government's housekeeping and supports the president's policies, including managing and supervising all IT systems.
It also manages, supervises, maintains, and repairs government buildings. There are about 1,500 employees overseen by Director Kang. His term will continue into the next administration if President Biden succeeds in re-election.
Mr. Kang’s brief back ground: After graduating from Korea University(South Korea) in 1977, he immigrated to the United States and worked as a salesperson for an electronics distribution company. After witnessing the 1992 LA Riots, he realized the need for Koreans to strengthen their political power and entered politics, so far.
In 2008, he was elected mayor of Irvine for the first time as a Korean-American, and succeeded in re-election in 2010.
Since his mayorship, he has served as special advisor to UC Irvine President Michael Drake and adjunct professor at Chapman University.
